Its not, as long as you are not making it for money ^^
It depends on how you make it available. If people can still pay for the songs and they actually do pay for the songs, then it’s still commercial usage. It only becomes a problem if you make around $1K or so on the said song.
To get around this, I went ahead and bought a full licence and contacted VOLOR to get official clearance from them, and I suggest you do the same.
