They said that they will bring back SAROS Cantonese, but they didn’t. And Teto’s Spanish is “choppy”. I hope SynthV 1.12 will fix the issues and maybe add another language. (Really hoping for French, German or some Slavic language (the slavic language is because my native language is Polish, a Slavic language).

Exactly. The SV program itself, has nothing to do with individual voicebank features.

This could easily be a simple case of someone forgetting to set a flag to “true” before packaging the update. You can contact Eclipsed Sounds to ask when the feature will be made available:
